But Scottish government asked Libya to welcome him in a low key arrangement, which wasn't exactly the case. I mean he's dying-he might be dangerous-but he's dying...and it's a custom to release those that dying due of compassion reason...so why not. Show some mercy to your enemy and perhaps it might have a bigger effect than what you think...
